On Thursday, September 11, 2025, the Department of State announced plans to allocate $250 million in foreign aid to the Philippines to address “acute public health challenges.”  The announcement described the plan as demonstrative of “the efficient, time-limited, and narrowly targeted approach of this new era of America First foreign assistance.”  This announcement by the Department of State is consistent with what Bradley both predicted and is observing in this new era of international development.
